Served as an evaluator to determine and discuss the standardization of academic credentials, quality of academic offerings, and the trustworthiness of the participating institution.

Reviewer for the Preparation of Personnel in Minority Institutions Program Grant Review, June 2003, 2004; July 2005

Served on a panel that reviewed grants based on professional judgments and made decisions based on select criteria.  During the process, I was asked to state and discuss my reasoning for the decisions I made regarding the grants that were reviewed.

Reviewer for the Department of Health and Human Services – Health Career Opportunity Program Grant Review, May 2005

Reviewed grant application aimed to provide a pipeline of services to individuals who are educationally or academically disadvantaged and interested in pursuing health careers.

Reviewer for the Department of Health and Human Services – Pathways to Health, January 2005

Reviewed grants whose aim was to build diversity in the health fields by providing students from disadvantaged backgrounds an opportunity to develop the necessary skills needed to become successful in completing a program of study at a health profession school.


Reviewer for the Department of Health and Human Services, August 2004

Reviewed and scored grants requesting federal funding to execute programs that will consist of a partnership between school divisions and local health agencies.

Reviewer for the National Evaluation Systems, Inc., April 2004; January 2004; October 2003

Provided input on a committee that investigated the biasness of the Virginia Reading Assessment (VRA).  The VRA will be used in the Plan to Implement The Resolution to Enhance the Teaching of Reading in Virginia.  The session in October focused on the assessments blue print.

Educational Testing Services, April 2003

Served on a validation and standard setting panel for teacher licensure that investigated the Praxis Series.   I was asked to review tests in content area for special education.  As a panelist I reviewed the proposed tests for relevance to the job of beginning special education teachers of students with learning disabilities in Virginia and recommended to the Virginia Department of Education what a required passing standard score would be on the test.
